I am building a stand for my Bench Top Drill Press and want to set the height to whatever standards (if any) are used for the floor models.

What is the height from the floor to the chuck of most floor models ?

I have an old 70s something Craftsman and it is 52" to the key hole center.

Might not be critical.
Most motor heads can be repositioned on the column to suit.

The "standard" if there is one seems to be for folks about 5/8" tall. This is a case where you throw out the standard and set it where it's comfortable for you, i.e. somewhere not in backache country. For me, the higher the bettter. If I can see into the pulley tray and make speed changes without standing on tiptoe, it's just right.

I tend to agree with Tom. I would build it as high as possible with the limitation being making sure it is low enough to make easy speed changes.
