I read the Krylon reviews, and yes, lots of negative ones. All were focused on the quality of the spray, nothing on the UV protection - so no help there.

Yes, this. Inexpensive and if you just plug it into a three prong outlet, will tell you if it is wired correctly, and if not, what the issue is.
