I am aware of Delta's web-based design module and Grizzly's version as well. I would prefer having something that resides on my hard drive. Is there any such software available?

You can use google sketchup (free), but the learning curve is very tough. I used MS Visio(very expensive) which I already had from work. I also think there are other programs that can be used like 3D Home Architect or other home design programs meant to draw floor plans for building homes. There may be others that are more specific to shop layout.
QCAD is a free 2D cad program that natively uses .DXF files. There are libraries available for various tools on the web, I drew overhead views for most of my tools quite easily. Attached is a PNG exported from the program. PM me and I will be glad to share my library if you want to go that way.
