Look at me, I have the best lathe, etc. Some members have done so much of it already but I guess...
Not sure if it is better but I use Klingspor AO stearate sandpaper and love it.
I also use micromesh after sanding.
Based on your criteria (blank is all prepped), turning for me is about 5 minutes. My finish of choice is CA and it can take me 30 min - 2 hours to finish a pen.

Quickest and least painful way to do this is to sell what you have now and buy a VS lathe.
Save your money...Buy the Harbor Freight transfer punch set. You can disassemble all kit pens (that can be disassembled) with that.
As mentioned above, I believe Jet offers the best value. It is not the best but sure have a very high batting average - satisfied customers wise.

Turning stabilized blank is easier IMHO. They will be a bit harder and will tend to produce chips and not curls while turning.

95%+ of the time I use CA finish (I don't use BLO) the other 5% is lacquer.
I did use friction polish while learning but after that, I switched to CA almost all the way.
