I had the same issue with my Ridgid band saw when it was new. I just bought a replacement tire from woodcraft.
New tire seems to work fine. My guess is they had a bad batch of tires.

You can try Klockit. They have all sorts of electronic and mechanical movements.

The darts can be weighted. Each kit comes with Lead Wool (like steel wool, but made from lead). This is packed inside to get the weights identical and to your likeing.

That is mostly good, but you need the inside diameters not the outside. Assuming a 1/4" groove, that would drop the speed by ~100 fpm.

The motor has a 1 1/2" pulley on the shaft, and a 14 " pulley on the wheel. So each rotation of the shaft should move the big pulley 1 1/2"
