I've got an 8" DJ20 that works just fine on a 110V 20amp circuit. I believe it's only 1.5 HP, but I take light passes so its never been an issue.

I'd recommend laminating first, then doing the cut-out. The unsupported laminate will chip and crack easily and the break will possibly continue into the keeper section.
