I used for many years one of the woodcraft 1/2 hp slow speed grinders with two steel 8 inch CBN wheels and never had any problems getting the grinder up to speed
i made some shaving brushes and found multiple coats of thin c.a. glue worked well but they are not in constant contact with the soap.

go online and find golf grip tape
cheap and, i have found it to be much better tape
if you really have no budget get a kobra, if they are still in business
good chucks.
only issue is being direct thread, (i.e. no insert) so if you up grade to a larger lathe with different size spindle you will have to buy a new chuck. more than likely you will not...
what part of the world you from? and where did you get the wood? that may narrow down possibilities.
