I can't comment on the low speed. I have the 1014 VS and I think the reference to 3 speed ranges is due to the VS. You can change the arrangement of the belt on the pulleys for the 3 options, but...

Jon Lanier did a tutorial on how to include a decal on a pen turning. That might work best for doing a star pattern on something as small as a pen.
