Could be old or too cold. Did you shake the can good for a couple minutes? Also, sometimes the actuator gets a little clogged. What yr seeing might not be lumps per se, but finish that isn't being properly atomized.
The can was recently purchased. I see no date on it. It had been stored indoors and I took it outside to use in mid-60 F weather. You are correct that the lumps are not shooting out the nozzle as solid lumps. They are the result of poor atomizing.
You can try the following things:
1) Spray the can upside down to clean the actuator out; this blows air without finish thru the actuator.
2) Clean the nozzle with a needle.
3) Spray lighter coats. The polycrylic will, to an extent, level itself - even the lumps.
