It’s a pantograph engraving machine. They used to be found in many machine shops. The industrial versions were quite versatile. They have been replaced by the modern CNC machine. I ran an old Gorton pantograph during my apprenticeship years ago and still have a few thing that I engraved with it.

I still have a very old one of those. Mine is a New Hermes from the 60's. It is a very good tool and that price is right if you need one. Mine is fairly heavy duty and I can even engrave Stainless Steel. I also more often these days use it as a small mill by locking the quill and using rotary and X-Y milling tables clamped to the bed.
