How to check a capacitor- part 2

On a previous post I said my Jet air cleaner took a LONG time to get up to speed. I asked how to check a capacitor to determine if it was bad. It was suggested I blow out the motor with compressed air in case the centrifigal switch was not working. I did this to no avail. Next, I replaced the capacitor, also to no avail. What is the next step, take the motor apart and check the centrifigal switch ?

My experience with centrifugal switches has been that they work or they don't. When not working, you just get a pronounced humming or buzzing from the motor. Doesn't hurt to clean the contacts, if you have the unit apart. I would lean towards the capacitor going out of spec. And, I don't know how to check that easily.
