I puchased some 8/4 kiln-dried ash from an internet vendor and on arrival, the moisture meter reading is 16%. Does this sound too high?

Yes,that's WAY too high. The moisture content should be about 7%,or less.
Yes, it either was not dried or it got wet during shipping to you. 16% is high even for air dried lumber. Don't accept it. It's worthless as furniture wood until you get it down below 10% (max.) unless you live in a rain forest.
