I recently purchased the General International 24" double drum sander. The machine came with 4" wide sandpaper but I purchased 3" wide rolls by mistake.Would it be another mistake to use this 3" paper or would it work just as well?

If you cut the taper on the paper correctly, it should work fine. I'm pretty sure the paper on my 22-44 Performax uses 3" paper.
It works perfectly. I know because I have one and use the 3" paper that I had left over from my Performax 25X2. Use the Performax pattern that is found in the manual that you can download. This is a nice machine.

The length of the wedge shaped cut on the end is equal to the circumfernce of the drum.
