Just tried to pay through paypal and it keeps rejecting and asking for a valid suburb or city... Won't accept a valid suburb or city so at a loss to do anything.

I'll send your comments to Aaron Koehl. At this point I"m not sure where the problem is but we did a network upgrade last Sunday and changed some gear that caused some problems with PayPal. Aaron corrected the problems on Monday and reported the issue completed to me late in the afternoon. I checked our PayPal account history this morning and it appears to be working. You might try another browser to see if that makes a difference.
