It's called a Double Angle Chamfer Cutter in a lot of places.

I'd be tempted to call it a "bird's mouth" profile, as in 90 degree bird's mouth, or 60 degree bird's mouth, etcetera. This may be regional slang that's not applicable in your area.

Enroute 5.1 has a function that can thread a hole with a bit similar to this one.
