    It sounds as though the OP is adding a flexible outlet drop. That would still need to meet NEC and thus be 10/3 wire. If the extended box contained the outlet directly and the 12/3 cord had plugs on both ends then this discussion would be moot.

    Where did you get that? OP said "12-3 flexible wire (black plastic shielded against abrasion, petrol, etc)". Sounds like SO, not NM.

    NM or SO, doesn't matter. From the OPs two posts, it sounds like there is a junction box to which a cable (probably SO) will be hard wired to the branch circuit and exit via a cord grip to a female plug. The fact it is on the branch circuit dictates the wire size and breaker must match. As Ole mentioned a while back, the supply cord does not have to match the breaker for the outlet, but all the wiring in a branch must correspond to the breaker size.
