    Scooped plate question

I want to carve this plate the central section is lowered by about 1/4".

    I'm trying to figure out:
    1. How to get a uniform circle for the rim (no power tools I'm thinking just careful carving).
    2. How to do the ogee or bead (I'm thinking scrapers).

If anyone has done these I would appreciate your suggestions.

My approach: Use a trammel with a #11 x-acto blade to score the circle; lower in stages at perimeter, stopping carefully just before full depth. Gouge out center area, again just before full depth. Use a router plane to bring to full depth. This gets you a circular wall and a reasonably flat surface to carve the inner design.

I am sure there are other approaches.
