A friend gave me an old used Stanley Scraper No OHS, it is 3 x 5 inches. What is it used for? It is very stiff with little or no give.

Don't sell it short. Properly set up, it will do a lot of smoothing with very little effort.
There are videos on line showing how to set one up.
