Does not sound right to me.
That has been my experience. Very stable material
It is very stable especially for such a light weight wood.
It is traditional in japan to build boxes with slip on lids that take 3 minutes to settle. I have cut Kiri (Japanese way to say Paulownia). I have never measured the shrinkage but it does loose a lot of weight during drying do to the water weight.
