My window's 7 computer will not upload a file any more.

Can any of you shed some light on this?

Does it give any kind of error message?

No, it just doesn't do anything. No action at all. I tried restoring to a previous time to no avail.
I will do that again.

I restored the computer to an earlier time and was able to upload a picture. I've done this before, but it regressed to not uploading.

What kind of file are you trying to upload? What size? What does the event viewer have to report on it? How much disc space do you have? What browser are you using? Is there a popup being blocked by your browser?
