Most of the burls are going to be difficult to harvest individually and I think I would harvest the two or three that protrude the most and then block out the entire tree in various sizes. It is likely the whole trunk is figured. Would make some nice vessels and platters!!
Upon closer examination there may be a lot of decay. I see some holes in various spots and the top looks dead.

If you have some decay you and fill in with acrylic and stabilize the punky wood. Personally I would get after it especially if it is one the down hill slide of life.
