Are the Design and Project Plans forum mixed up?

I notice that when I go in the Design forum, the first banner correctly identifies that I'm in the Design forum. The second banner correctly says I'm in the Design sub-forum, but immediately below that it says I'm in the Project Plans forum. I've also noticed that new postings to the Plans forum show up as the "Last Post" in both forums. Could this be related to the problem with posting large .zip files in the Plans forum?

When you enter the Design Forum, there is a list of sub-forums. One of those sub-forums is the Project Plans Forum. So, it doesn't say that you're in the Project Plans Forum, it just gives you the option to go into that sub forum.
