build an Electrolyses rig out of an old stainless steel sink and a 12 volt battery charger, or or soak them for 24 hours in Phosphoric Acid.

I have used diluted swimming pool acid (muriatic acid) as well as phosphoric acid to clean up serious rust on tools. Google "electrolysis rust" for information on rust removal processes. There is some good information on the subject.
