    Hello,
    I suspect this is a cast iron pipe section
    I suspect the same thing from the description.

    If it is CI, then a snap cutter is the generally preferred tool.

    You should be able to rent one fairly cheap.

  2. Do what Matt said. Call your local welding shops and find out if they have a Plasma cutter that can handle a 3/8" cut. It should be very quick and accurate.
