Is there a way to increase the precision in Corel (X4 in my case) to a a level greater than .0X?
I need to have 3 decimal places to do some measuring layout to .001 of an inch.

In the 'Tools' menu, select 'Options'. It's under 'Workspace'->'Edit' as 'Drawing Precision'. I usually set it to '4' so I can split the 0.005 dot size.
(That's in X4. Seems like I had to root around for it when I installed X4, dunno if that's because it moved or I just couldn't remember where it was.)

Do you know if there's a way to get that decimal precision for nudge? It's still at .01 as the smallest increment available. I'd like to set it at .0625, but it keeps rounding up.

I usually don't set it that low, so I'm not sure...doesn't look like it. But you can set the nudge value to 0.625 and that makes the "micro-nudge" value 0.0625. Or use 0.25 as nudge with a micro-nudge divisor of 4.
Or (thinking outside the box) set the nudge units to 'points', with a value of 4.5.
