EDIT: In my answer below I'm afraid I missed your point. Mine looks more like Bill's version.
The x-y on the left represent the position of the drawing on the page. When you select the drawing, as you have done, the size boxes are active and, in this mode, you can adjust the x or y dimensions or both. If you want them to be proportional depress the lock icon and alter the size.
I believe the position of the drawing is a default setting.
Something has changed, this is what mine looks like.

You must have something in your image that is blocking sizing the image.
To check it deselect your image and just draw any object. Select new object and verify if you can resize it.
Or there is more than one Object, a small one or a duplicate not Selected.
I've never seen that happen, and try as I might I can't duplicate it-- is it possible the graphic is 'protected' from alteration somehow?
Can you take a wider screen shot, with your object manager showing?

Looks like, two objects are selected, the outside box and then the round object inside? Are they Grouped and can you ungroup?
Bill thats it!! They were grouped and when I tried to ungroup all the corners had paddle locks LOL It was a locked object I unlocked it and the size boxs opened up.
Thanks to all you .Sometimes it seems so simple and it is but if you don't know it well then LOL
Grouping is an issue on a lot of things... Usually catches me and makes me scratch my head a lot
grouping comes in handy when your designing your project, I use it all the time, but I have never locked an object, so never ran into this problem before.
I often lock objects - useful when tracing over the top, before deleting them. Locking stops them being accidentally clicked and moved...
