Second, I checked my city and county for any permit information in regards to stairs, no permit is required for repair or refinish work. It is actually fairly vague. It essentially only requires permits for structural changes to the home, like if he had to take out The stringers.
John, my duct was all PVC flex and am gradually replacing with metal. The only reason for switching is to get better CFM as I'm upgrading a machine and it needs more suction.
