I have a new Nova lathe that I want to run on 220v but a surge protector is recomended. Is there a plug in surge protector for 220 or will I have to wire one in (at panel)?

You can wire a 220V surge arrestor at either the device or the panel. However, if you wire it to the main feed on your panel, all of your equipment will be protected, not just one device.
