Ferguson TO35 starter issue

Hi,

This is not my tractor, but my FIL's. The tractor is almost 60 years old, and I'm not sure how old the starter is, but it may be 30-60 yo.

3 of the 4 brushes have about 25% wear, but the 4th shows much greater wear and is in worse shape than the others.

Any idea what might have caused this uneven wear?

Spring Pressure is my best guess. Lay all 4 springs side by side, check height and pressure.
