    Just wondering, but what is the "wear and tear" you speak of?
    Just use the T handle. This is getting WAY more complicated than it should be.

    until you find the special tool, why not chuck a hex head bolt in your drill, the bolt should work for a number of times

    If this is something you will adjust several times, do away with the drill idea and get an impact driver. You will never worry about too much torque messing up either piece.

    I saw hand held drill machine with a one inch chuck [ maybe I need to say 4 hands held ] a bolt with a 9/16 hex head will has a 5/16 or 3/8 thread

    I think a 3/8" bolt has a 9/16" hex head. Drill chucks up on the bolt portion, hex head fits the press vise. Get one in Grade 8 or better and it should last a while.
