Attaching fence help a3-31

Feeling very foolish to have to ask this question but I can't figure out how to properly attach the fence on my new a3-31, and I can't find it in the manual.

It looks like a single hand knob is all that's there, but when I use that it's definitely not securely attached, is not even close to square, and wobbles all over the place.

What am I doing wrong?

Doh, thank you very much. Another question, There are three washers on the hand knob, two white plastic and one steel. Do all three washers stack on top of the fence? Meaning, there is metal to metal where the fence support meets its bolt and support hanger?

Mine came setup with a plastic one and the metal one on the top.
