This old metal case 3x24 sander runs good but the belt won't track well and I think it's the drive roller being worn out. Is it possible to get another drive roller or maybe new rubber sleeve?

There are companies that cover power feed rollers and thickness sander rollers. I have no experience, but I imagine they will do the sander drum.
