    Leveling a TS fence

I got a used Steel City cabinet saw and got an unopened Steel City industrial fence with it. The instructions say to lock down the fence and sight from the left and make sure the fence is the same distance off the table.. does this mean along the entire length of the fence or simply both sides of the fence, with the fence angled down slightly along its length?

It seems the fence is always touching at the back edge of the table, regardless of how I change the adjustment screws (with fence both clamped down or loose)..

so what should I expect to see with a nice fence like this?

***MODS*** you can delete this message.. I found the part wedged in the foam in the box.. problem solved.
