It looks like your Jet 1642 has a serpentine belt, I've always considered them better than V pulleys or link belts. Also the pulleys probably wouldn't even work with a V-belt.

I have an old 1/2HP motor on my bandsaw that also just hums when I start it. It has dual axles so I "kick start" it by rolling the axle with my foot, after one or two kicks it starts right up.
My lathe walked away from the wall a couple weeks ago while truing up an unbalanced blank. I've found its new location very convenient for cleaning and retrieving stuff that falls back there.
