I've got the 20 tpi set that I picked up lightly used. If I had it to do over, I'd get the 16 tpi set. The 20 threads are a bit small and fragile. I haven't heard of many folks using the 10 tpi...
I agree that those don't look like oak leaves, but I also don't think I've ever seen ray flake on quartersawn pecan. Perhaps I'm seeing something that's not really there.
That middle photo looks a lot like oak... I keep thinking I'm seeing rays on the cut surface.
You should be fine using it for handles, but I'd be a bit leery about using it for a peppermill unless you're looking at the single piece designs with crank handles on top. Mesquite is very stable...
Stabilizing won't fix your ring shake troubles... Stabilizing resin does not fill cracks and voids. Casting with something like alumilite would work, but it's completely different than stabilizing....
It's beautiful turning wood... Similar to cocobolo but not quite as dense. The sapwood might spalt, but I don't think it's worth the effort... East Indian Rosewood doesn't need anything like...

I've done a few piece with NIP soaked in 50/50 mineral spirits and boiled linseed oil. I soaked for a day then wet sanded with 600 grit briefly between soaks. I wiped away excess oil a time or two...
