I also get mine from Discountmugs. Like you said, remove the plastic liner and you're ready to go. Make sure you buy enough to get the shipping waved or your cost goes way up.
another vote for HF. I had the keyed version for many years and after it died I opted for the keyless and I much prefer the keyed version as it holds the bits much better.
In the midwest I shop for them at Menards. I get the ones in the plumbing department as they are much better than the ones sold in the HVAC department
Update - In the mail the other day I finally received the wrench and 2 new cutters. It took awhile, but they made good.
