When I import some jpgs into Corel Draw 12 they are monstrous dimensions even though they are under 100 kb and I have to resize them to 1/2 of 1% to make them fit on the computer screen. Can anyone tell me what's happening?

More than likely the resolution is higher than 72dpi. That's a good thing, you are always good going down in size with a bitmap than you are trying to go larger. Open it in Photopaint and look at the File/File Properties. JPGs can have relatively small file sizes but still have high resolution. If resaving, try to avoid resaving as a jpg. Go for a tif or bmp to preserve as much quality as possible. Hope this helps
