I'd be suspicious of the salesman too. I doubt it is the law, but it is a good idea because of hydropaneing, as Lee said, and because of fish-tailing in the snow (I think you get snow in NM).

It’s only work if somebody makes you do it.
A day can really slip by when you're deliberately avoiding what you're supposed to do.
