As long as the oil based product(s) are cured, abrade and then use a quality primer followed by a durable paint, such as Sherwin Williams Emerald Urethane Trim Enamel or the BM equivalent.

Prime it with a rattle can of B*I*N, that will insure that the stain won't bleed through, then hit it with a rattle can of Krylon or Rustoleum.
