A lot of companies just made the switch from XP to Win 7 a few years ago. If all they are doing is Excel and Word you don't need a lot of computer. The CAD and graphics people will need the extra power.
Plus there was a huge advantage when going from a 32 bit to a 64 bit OS. Now that everything is 64 bit, multi core processors, and tons of RAM, I'm not sure what the lure to switch is if we're already taking advantage of those things.
